Abstract: In virtual enterprise， rough project planning is oriented to negotiation. In this paper， the workflow and some rules of rough project planning are analyzed. Based on the solvable constraint conditions， an algorithm is brought out， with this algorithm， the coordinator of virtual enterprise can control the difficulty degree of negotiation and shorten the project makespan.
